Innovative Mobility Set-Aside

The Denver Regional Council of Governments staff engages with member governments and partner agencies through collaborative learning opportunities and planning activities to prepare the region for emerging mobility.

DRCOG is soliciting Innovative Mobility Set-Aside project proposals through a letter of interest form. Proposals from eligible partners will be accepted from September 5 though October 15, 2024 at 5 p.m.

Program overview

Beginning in 2024, DRCOG staff is leading an Innovative Mobility Set-Aside program to focus on preparedness, feasibility and planning. By investing in collaborative efforts to further innovative mobility, the region will address challenges associated with topics such as, but not limited to, curbside management, emerging modes, shared mobility, mobility as a service, transportation electrification, connected and automated vehicles, mobility data and mobility hubs. The program goals are:

  • Prepare the region for advanced and/or emerging mobility.
  • Invest in collaborative learning.
  • Demonstrate new and/or innovative mobility solutions.
  • Learn and transfer solutions throughout the region.
  • Increase mobility and accessibility by providing innovative transportation options for travelers of all ages, incomes and abilities.

Funding availability

The organization's fiscal years 2024-2027 Transportation Improvement Program set aside program has budgeted $4 million over a four-year period to fund Innovative Mobility Set-Aside projects throughout the Denver region. The first call for letters of interest has $2 million available for projects. There is no match required.

Who can submit letters of interest?

Eligible partners that may submit project proposals include local governments, regional agencies, transportation management organizations/associations, transportation-focused nonprofits and the State of Colorado offices and agencies, including Colorado public colleges and universities. If you have a question about eligibility, please reach out to DRCOG staff.

Agencies which submitted selected proposals may not respond as a vendor or consultant to and future request for proposals or procurement process associated with that project. 

What kinds of projects are eligible?

Planning, preparedness and feasibility for a variety of topic areas described above are eligible for funding. Some example projects might include:

  • Mobility on demand feasibility study.
  • Digitizing curb space.
  • Mobility hub planning.
  • Transportation electrification preparation.
  • Connected work zone pilot.
  • Mobility data fusion.
  • Technology-supported data analysis and planning.

How to participate

  1. Join the informational webinar: DRCOG staff hosted an informational webinar at 3 p.m. on Tuesday, August 27.
  2. Reach out to DRCOG staff to discuss project ideas: Interest parties may reach out to DRCOG staff to discuss eligibility or potential project ideas ahead of submitting a letter of interest. To ensure adequate time to schedule a call and prepare materials, please reach out well in advance of the deadline. Contact information is below.
  3. Submit a letter of interest for your project: Submit a letter of interest between September 5 and October 15 at 5 p.m. using this short form.
  4. Stay tuned for project approvals: Projects will be scored by an evaluation panel using criteria outlined in the Policies for Fiscal Year 2024-2027 Transportation Improvement Program Set-Aside Programs document. After the evaluation process, projects will be recommended through DRCOG's Transportation Advisory Committee, Regional Transportation Committee and approved by the DRCOG Board of Directors by the end of the year.
